Phyllis was born in Williamsburg, KY and grew up in Detroit MI after a brief stay in Wyoming and Ohio. As a young mother she devoted much time fighting for rights for the handicapped, passing legislation, including those that dealt with a right to an education, before such support existed. Her brave, bold and tireless actions eventually paid off, resulting in successful congressional bill, for the rights of autistic children.
Throughout her life, many would notice her love for art. At a young age, she attended South Eastern High School in Detroit, where she excelled in art. Later in life she met long time friend Dianne Bauer who helped her hang one of very early shows. Her paintings have been featured in several shows across Delaware and she was a member of the league of American pen women and Baltimore water color society. A few of her paintings have been on display at various places like libraries, art centers and hospitals, including Christiana. Her work was also displayed at the Philadelphia Museum of Art and prominent Georgetown DC galleries. In addition, she also taught classes at various venues, including in her home.
